Issue Details
When using vendor services with tiered rates based on guest count (e.g., different rates for 1-2 guests vs. 7-11 guests), the system was sometimes defaulting to the lowest tier regardless of the actual number of guests assigned to the vehicle.
Resolution
The planner now correctly identifies the total guest count and applies the appropriate tiered rate for vehicle-based transfers and services.
