Fix: Costs in old Planner Print

Multiple issues were fixed with regards to old Planner.

Vendor Services added to old Planner were sometimes having the start and end dates of the Cost timestamped as midnight PST. This issue has been fixed.

Cost Start/End dates were not consistently being set for the following scenarios. This issue has been fixed.
- Import of a new Cost
- Bulk Edit of Start Day
