Summary
Cost Item Reservations (CIR) can now be cancelled for guests in "Was Interested" or "Was Waitlisted" statuses.

Issue Details
The system incorrectly blocked cancellations for these guests, claiming a guest was still "actively" assigned to the cost.

Resolution
The "active guest" check now excludes guests in Was Interested and Was Waitlisted statuses, allowing associated costs to be cancelled without error.
