Fix: Copy Departure Wizard Print

The Copy Departure Wizard was failing. This issue has been fixed.

Note, the issue below which was intended to be fixed in the Q3 Release is still not fixed. It will be addressed in a future quarterly release.

Vendor Service Cost rates were not adjusting to the New Departure's start date when a New Departure was created using the Copy Departure Wizard. This issue has been fixed.
