When a Vendor Service having 1 rate is drag/dropped to create a Cost, on the Details tab, users have the option to select Multiple Rates but when doing so, cannot create a new rate. Adding a new rate must be done in the Vendor Service. The Multiple Rates option will no longer display when adding a service with one rate.
