During the Q2 release we deployed updates to our autonumbering system that were designed to eliminate the potential for two records to get assigned the same number. Those updates had the consequence of creating a heavy load on some of the internal services that were unexpected and those services are also involved in processing workflows and other activity and have therefore been impacted. Updates have been deployed and we are monitoring the services to determine if further changes may be required..
